Conflict Prevention and Recovery Specialist.

Duties and Responsibilities
Under the overall guidance of the Resident Representative and direct supervision of the Deputy Resident Representative/Programme, the Conflict Prevention and Recovery specialist will be responsible for the smooth running of UNDP’s Sub-office of the Central and Eastern region of CAR located in Bambari and adequate supervision of field-based team, and be responsible for the sound finance and administrative management of the sub-office in accordance with relevant UNDP rules and procedures. S/he will be responsible for fostering collaboration within and outside the team, with UNDP partners, MINUSCA and other UN Agencies working in Central and Eastern region of CAR while demonstrating client orientation. S/he will work in close collaboration with programme, operations and project teams in the Country Office, operations staff in other UN Agencies and the local authorities to successfully deliver UNDP services in the area of operations.

In accordance with the role of the sub-office, s/he will substantially support the implementation of projects on the field, including in the eastern prefectures, in particular Basse-Kotto and Mbomou (but not exclusive). Also, s/he will develop the strategies and approaches allowing for the implementation of UNDP crisis programmatic interventions in Bambari and work closely with local officials, other UN agencies including the mission, International NGOs, multilateral and bilateral donors and civil society to strategically position UNDP in the field.

Summary of Key Functions:

Office Management

Ensure effective and smooth running of the project Office, including good management and supervision of staff, finance and administrative matters in accordance with relevant UNDP rules and procedures;
Monitor the implementation of UNDP projects in its coverage area, including through missions to the other prefectures concerned;
Continuously assess the context, including in term of security and social cohesion, in order to identify the challenges and new opportunities for UNDP interventions in the field;
Accountability for the appropriate use and management of resources attributed to the Office and to the programme portfolio of the area of operations.
Promote teamwork, collaboration and synergies with the office among the different teams in the area of operations and the programme units at the Country Office level as applicable;
Facilitation of knowledge building and sharing in the area office;  
Ensure timely and regular reporting to the CO in Bangui through written or verbal reports as applicable.
Representation and Coordination

Under clear delegation of authority, represent UNDP in the area of operations and provide orientation and supervise all UNDP’s activities of the project office;
Provide effective coordination support to UN Agencies, NGOs and national authorities through the establishment of a wide consultation process and appropriate fora for development partners;
Responsible for programme and projects coordination;
Provide support to overall resource mobilization efforts of the Country Office in close coordination with the Programme Unit at the CO level;
Participate in the area security management and other inter-agency coordination meetings;
Establish and maintain appropriate sector coordination mechanisms, including working groups at the prefecture levels.
Programme Development Strategic Analysis, Planning and advice

Identify local programmatic priorities for immediate and mid-term attention including direct implementation and project services in support of restoration of state authority (RESA); local development initiatives; community resilience, reintegration and durable solutions, with specific attention to gender, youth & women economic empowerment and environment;
Conduct socio-political analysis and the economic recovery situation of the area of operations and identify strategic areas for UNDP’s support including existing initiatives in the area of youth employment, durable solutions, social cohesion, social protection and the extension of state’s authority;
Advise the country office, national counterparts and other aid partners on policies and strategies to adequately respond to stabilisation, recovery and development challenges and gaps;
Work with stakeholders to ensure national and local ownership of UNDP projects;
Promote joint programming at the local level and collaborate effectively in established frameworks for UN and other multi-sectoral coordination;
Identify resource mobilization opportunities in UNDP’s priorities areas and contribute to broader advocacy and resources mobilization initiatives;
In so far as a number of projects involving local development plans, community resilience and extension of state authority located in Haut Mbomou and Basse Kotto are readily accessible from the Bambari ‘hub’ location, ensure oversight of these projects through field visits, and provide advice and recommendation to management accordingly;
Ensure that the Humanitarian/Development /Peace nexus lies at the heart of relevant interventions in the area.
Providing substantive and technical direction to the formulation of regional program and project and the implementation of conflict resolution, recovery and durable solution projects with the aim of widening and consolidating the programmatic interventions in the center and eastern region of the country.
Programme Oversight, Quality Control and Assurance:

Ensure proper implementation of programmes based on continuous monitoring and analysis of the most critical recovery and development needs, response capacities, access situation, operational environment and applicable security issues in the area of operations ;
Work closely with MINUSCA substantive sections including Civil Affairs, Human Rights, DDR sections, Justice and corrections through MINUSCA field office to ensure coherence and effectiveness;
Contribute to the coherence of UNDP’s projects in the areas of Justice and Rule of Law, extension of states authority, community resilience and durable solutions;
Develop detailed work plans for the office and projects based on the results framework, and agree on interventions with the local authorities, stakeholders, MINUSCA, the UN Agencies and the beneficiaries;
Ensure the integration of cross-cutting issues such as gender, peacebuilding, human rights and resilience in post-crisis stabilization and recovery in the area of operations;
Regular analysis and reporting on the budget approvals and the delivery situation of management projects.
Document best practices, including concepts, strategies and implementation approaches and lessons learned for organizational sharing and learning;
Develop UNDP risk mitigation strategy related to the implementation of recovery programmes in the regions through the deployment of innovative tools and due diligence and information sharing aiming to improve programme planning and implementation, informed decision making and open dialogue with stakeholders regarding risk management challenges.

IMPACT OF RESULTS

The Conflict Prevention and Recovery specialist/ Head of Bambari Office will be responsible for supporting the programmatic interventions to support resilience, durable solutions local development and extension/ redeployment of state authority initiatives, particularly at community level. In addition to planning and implementing programmatic activities in these key area, the Conflict prevention and Recovery specialist will also be responsible for co-leading the durable solutions working group at the local level while maintaining a vision towards mainstreaming resilience, adaptation and a longer-term development vision into the ongoing interventions in the area of operations. The Conflict prevention and Recovery specialist will play a key coordination role both within the United Nations system representation in Bambari on livelihoods, economic recovery, durable solutions and redeployment of state authority as well as with external partners in order to assert and maintain UNDPs role and mandate in this critical area of post-conflict recovery and peacebuilding.

Profil recherché pour le poste : Conflict Prevention and Recovery Specialist

Education:

  • University degree (Masters or PhD) preferably in Economics, Political or social Sciences, International relations, Development, Project Management, or other related areas or professional experience equivalent to the required level.

Experience:

  • Minimum 7 years of progressively responsible professional experience in recovery, governance and development areas, crisis response and prevention or any other similar experience. 
  • Experience in Africa would be a strong asset.
  • Proven knowledge in community development methods and a participatory approach;
  • Considerable knowledge of and exposure to recovery, durable solutions, state’s authority restauration and other post-crisis issues;
  • Proven ability to oversee field work, collaborate with NGOs or other development organizations;
  • Sound knowledge of UNDP processes or other UN agencies is required;
  • Leadership and policy advisory skills desired;
  • Task management skills to plan and prioritize work activities to meet organizational goals;
  • A good understanding comprehension of conflict and peace building issues;
  • Knowledge of Results Based Management methodologies would be an asset.
  • Other requirements
  • Experience in the fields of economic and social development, reconstruction and development;
  • Experience in the field of post-conflict coordination and proven analytical capacity, especially for issues relating to conflict prevention and resolution, reconstruction and development;
  • Strong ability for coordination of multiagency working groups or cluster;
  • Familiarity with programmatic issues surrounding relief to recovery transition; 
  • Demonstrated experience in humanitarian and/or development coordination especially at the field level and in working with Government officials, NGOs and donors;
  • Experience in project design, implementation and evaluation/impact analysis;
  • Capacity for responsible problem-solving and troubleshooting;
  • Good knowledge of Central Africa and CAR, including their political, economic and social dimensions;
  • Ability to work independently in high pressure and stressful environment;
  • Good knowledge of institutional mandates, policies and guidelines related to recovery & development, and a good knowledge of the United Nations System and the multi/bilateral cooperation;
  • Solid written and oral skills including the ability to write reports and efficiently communicate and formulate clear ideas;
  • Strong capacity to set priorities in the different tasks and produce results within the allotted timeframe;
  • Ability to work in a multicultural team and to maintain good professional relations;
  • Computer literacy, including familiarity with spreadsheets, and power point presentation and good knowledge of computer aided management systems, such as Atlas, People Soft, etc. and other basic office automation tools: word processing and spreadsheets.

Language Requirements:

  • Fluency in French is essential (oral and written).
  • Working knowledge of English (written and spoken).
