Poste proposé : Coordinator, Programme

Job Purpose
The Programme Coordinator will be responsible for leading the design, implementation, and coordination of support to IFRC supported programs/operations and coordinate the planning, monitoring and evaluation and reporting for the programmes covered by the Cluster and provides technical assistance and support to IFRC Project Managers and Central African Republic Red Cross in emergency operations and development programmes, as well as National Society capacity building in CAR and Chad. 
Job Duties and Responsibilities
Programme and Operations Oversight:

  • Coordinate operational planning, implementation, and monitoring of the Federation-wide supported programs/operations in CAR. This includes the Federation-wide Emergency Appeal, and the coordination of all partners´ contributions, roles, and responsibilities.
  • Responsible for support to CARC & CRC with the preparation of scenario-based contingency plans to strengthen their preparedness and readiness for response, in coordination with all partners.
  • Responsible for promoting a Federation-wide approach to NSD in programs/operations; and application of strategies that are consistent with the IFRC Preparedness for Effective Response (PER) approach.
  • Hold Budget holder’s responsibility for the assigned programs/operations in accordance with IFRC financial procedures; and produce accountable financial reporting.
  • Lead discussions on Federation-wide technical support to programs/operations; and engagement with partners, donors, and other internal and external stakeholders.
  • Coordinate the effective implementation of baseline surveys and barrier analysis as required in projects.
  • Develop and implement a harmonized planning, monitoring, evaluation, and reporting system within CARC and program teams (staff and volunteers).
  • Provide technical assistance in program planning and annual reviews and the review of all relevant documents such as the logic model, performance measurement framework, which includes indicators as well as monitoring and evaluation plan, risk registers, annual work plans and project implementation plans
  • Support the Cluster Support Team in the development of monthly regular operational reports and lead the preparation of projects narrative reports.
  • Develop and maintain a reporting calendar for IFRC secretariat and NS in CAR.

Implementation, Programmatic Coherence, Quality and Accountability:

  • Contribute to the overall strategic vision and planning for IFRC in collaboration with CARC & CRC and Technical units, and Geneva.
  • Ensure program/operations are implemented in accordance with relevant IFRC standard policies and procedures. This includes working with relevant IFRC AfRO and Geneva Technical unit, IFRC Reference Centres, as well as with pNS and ICRC and other stakeholders.
  • Provide advice and support to operationalize approaches that will strengthen the capacities of CARC & CRC; as well as promote the innovation in the programs/operations.
  • Promote cross border peer-to-peer experience exchanges between CARC & CRC and other National Societies in the Africa Region.
  • Promote the application and compliance with strategies, policies and tools endorsed by member NS in global and regional statutory mechanisms, including Strategy 2030, Pan African Initiatives 2021 – 2030, and the Principles and Rules of RCRC Humanitarian Assistance.

Profil recherché pour le poste : Coordinator, Programme


  • Post graduate education in Health, Monitoring and Evaluation or relevant field or an equivalent combination of education and experience. Required.
  • Master’s degree in Translation studies, or equivalent combination of education and work experience in an English/French/Spanish speaking context. Preferred.


  • Minimum 5 years’ field experience in a related role with a humanitarian organization, with at least 2 years’ experience coordinating planning and reporting in an international environment. Required
  • Demonstrated experience in program planning, monitoring, evaluation, and reporting using results-based management. Required
  • Demonstrated experience in designing or managing project evaluations. Required
  • Demonstrated experience in capacity building and organizational development with an emphasis on systems, tools, and resource development. Required
  • Previous Red Cross Red Crescent (RCRC) Movement experience an asset. Required
  • Good knowledge on quantitative and qualitative research methods and other evaluation methods. Preferred
  • Experience in managing and developing teams. Required
  • Analytical writing and communication skills; specifically, in Projects and Programmes management. Required

  • Practical knowledge of computers; Word processing, spread sheets, email, database management. Required
