Poste proposé : Programme Manager - Social Cohension/Community Development

About the role:

This is a 12 months new role, with unaccompanied terms based in Kouango, Ouaka prefecture, CAR, with frequent travel to project locations and with a salary of Grade 3 €36,527 - €40,586.

We will like you to start in February 2020.

The PM will report to the Project Coordinator in Kouango and will line manage 2 Assistant Programme Managers (APMs) with oversight over 3 field assistants. S/He will work closely with the Area Coordinator, Base Manager, FSL PM, CASH PM, WASH PM, and Programme team based in Bangui.

Job Purpose

The Social Cohesion PM will implement, lead and manage the Social Cohesion/Community Development components of Concern Wordwide's EU-Fonds Bêkou funded 'I LA TENE TI TO NA MBONGO' ('Tous ensemble pour le sud-est' - 'Together for the South-East') programme in 4 locations: Kouango, Grimari (Ouaka Prefecture), Mobaye and Zangba (Basse-Kotto Prefecture) in CAR.

Social Cohesion/Community Development component includes:

Support to socio-cultural and recreational associations of young people and women involved in the process of peace, community dialogue and living together

Support to Local Peace and Reconciliation Committees, which includes a participatory conflict analysis, development and implementation of community solidarity / reconciliation and social cohesion plans and setting up networks of community mediators.

Capacity building of existing organisations and mechanisms linked to transhumance, community protection and conflict management and prevention.

Holistic assistance to GBV survivors

'I LA TENE TI TO NA MBONGO' is a multisectoral project that includes 4 components: economic development, WASH, Social Cohesion/Community Development and Support to local authorities. It is a consortium project with ACTED (lead), OXFAM and COOPI that aims to provide a set assistance package in 21 cities in the southeast of CAR. Effective coordination amongst consortium members is expected.

The PM will be responsible for:

Programme implementation:

Oversee the implementation of the Social Cohesion/Community Development component of the 'I LA TENE TI TO NA MBONGO' programme, ensuring timeliness and delivery according to the activity plan and results framework ;

Ensure the programme adheres to Concern's policies, to best practices and to all internal policies and procedures ;

Ensure participation of the community in the implementation of programme through appropriate mechanisms ;

Reinforce the capacity of the community to deal with protection, gender, conflict and disaster related issues ;

Ensure that the programme addresses the needs of the poorest and most vulnerable ;

Liaise with all relevant technical Advisors at HQ level and other similar programme teams in Concern countries, to ensure quality of programme ;

Build the capacity of all members of the team assigned to the project in facilitation, reporting and activity planification skills ;

Coordinate with other organisations in the same location and consortium members to ensure approaches, timelines, packages and conditions are agreed to minimise problems and security issues and to organise joint activities wherever possible ;

Liaise with other implementing partners in similar programs to ensure appropriate coordination of intervention.

Programme Management:

Revise programme operational plans (chronogramme, procurement plan, M&E plan, etc.) based on plan submitted to donors, field conditions for implementation, and according to best practice ;

Liaise with departments of Logistics, Administration/Human Resources, Finance to ensure programme is implemented according to organisational procedures ;

Ensure that the materials, equipment and other articles are ordered and received in time, and that they are of the required quality ;

Manage the Social Cohesion/Community Development activities ensuring that they are meeting intended aims and objectives and achieving impact, and inform Coordination in case of delays or issues with implementation ;

Contribute to strategic thinking and policy decisions on mainstreaming Social Cohesion/Community Development (gender, protection, conflict) into Concern's humanitarian response in country ;

Assist in knowledge management and archival of financial, logistic, programme documents;

Ensure the delivery of results according to the identified indicators regarding the related logframe outcomes, and according to annual planning and commitments taken with beneficiaries ;

Staff Management:

Recruit where necessary, manage and support Social Cohesion programme staff ensuring that there is a clearly defined structure, up-to-date job descriptions, and reporting mechanisms for each team member ;

Ensure that all programme staff are managed in accordance with Concern's policies and procedures and ensure that all staff fully understand, and are committed to, the organization and the programme's mission, vision, values, policies, procedures and strategic aims ;

Assist with the provision of and/or coordinate the training necessary for the delivery of good quality activities ;

Ensure staff delivery of their responsibilities and activities with the required quality ;

Agree upon monthly implementation plans with the APMs Managers and follow-up with them based on these chronograms ;

Agree clear performance objectives for all direct reports, and ensure all team members have appropriately set objectives, and that performance reviews (PDR) are undertaken in a timely manner.

Financial management:

Manage the programme budget, including regular expenditure tracking, in accordance with Concern financial procedures and guidelines ;

Together with APMs and Project Coordinator, review financial reports and feedback to finance department on irregularities and discrepancies ;

Develop internal budget revisions with the support of the Project Coordinator and the finance team and according to schedule ;

Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe ;

Ensure that the budget lines are consumed appropriately and make necessary arrangements in case of overspend or underspend during the year ;

Assist in the development of the budget of the following year.

Monitoring & Evaluation, Learning and Advocacy :

Manage programme in line with log frame and M&E plan;

Ensure team is aware and understand M&E requirements and methodologies and understand their roles and responsibilities within M&E system ;

Ensure that the information regarding the programme activities and beneficiaries is captured, stored and analysed, timely and with quality, according to the established M&E Plan ;

Ensure that beneficiaries have access to feedback/complaint mechanisms and that data is monitored and responses given within appropriate time periods ;

Ensure that quality programme reports are produced and submitted to the Project Coordinator in a timely manner, according to pre-defined timelines ;

Advocate for issues related to Social Cohesion/Community Development to authorities, partners and relevant clusters. Influence agenda and priority setting in relevant cluster meetings and coordination mechanisms​​​​​​​

Security:

Ensure all program staff strictly comply with the Security Management Plan (SMP) and SOPs ;

Ensure that staff communicate security incidents and concerns in a timely manner ;

Provide timely security information/updates/alerts to the Project Coordinator, Area Coordinator or Country Security Focal Point (Systems Director).

Other

Contribute to organisational accountability initiatives, including overseeing the roll out of commitments of Concern under the CHS (Core Humanitarian Standards) ;

Support other bases in the roll out or implementation of events or activities that promote gender equality, gender sensitivity, etc. (e.g. Int'l Women's Day, 16 Days of Activism Against GBV, etc.)

Adhere fully to the commitments and rules of Concern's Code of Conduct (CoC) and its affiliated safeguarding policies, including the respect of confidentiality and duty to report.

Report to the appropriate manager any violations of Concern's CoC and Safeguarding Policies, as well as Anti-Fraud and Whistleblowing Policies; this is a mandatory duty of all staff.

Undertake any other relevant duties as may be assigned by the Project Coordinator, Area Coordinator or Country Security Focal Point (Systems Director).

Profil recherché pour le poste : Programme Manager - Social Cohension/Community Development

Essential:

  • The PM's skills and experience will include:
  • Relevant degree (Peace Studies, Community Development, Gender, or related discipline) ;
  • At least three years working in development or emergency settings for an international NGO with programme management experience ;
  • Designing and implementing Social Cohesion and Community Development projects;
  • Proven ability in report writing, research and documentation
  • Demonstrably strong understanding of Monitoring and Evaluation processes and tools ;
  • Excellent communication skills in French both written and verbal,;
  • Proven analytical, planning and time management skills ;
  • Good team player, flexible and capable of working with a multinational country team ;
  • Excellent computer skills, including Microsoft Word, PowerPoint and Excel.

Desirable:

  • Masters in relevant discipline (Social Cohesion, Community Development, Conflict or related discipline) ;
  • Recent work experience in CAR or similar contexts ;
  • Experience in proposal development
  • Working knowledge of English
